The Pudong District Children's Congress is Shanghai's structured youth civic participation program — not a school club, but a government-convened body where elected delegates from schools across Pudong propose, debate, and refine education and community policy recommendations.
Delegates are elected by their peers — then represent those peers in working groups and plenary sessions alongside teachers, district officials, and student delegates from every major school in Pudong.

I was elected as one of SMIC's delegates for the 2024–2025 session. The experience was the first time I sat in a room where the purpose was to build consensus rather than win an argument — and where the output would actually affect real people.
My working group focused on education support structures for high-achieving students with diverse extracurricular commitments — directly relevant to my own experience balancing robotics seasons, rowing training blocks, and debate tournament schedules with academic requirements.
I drafted a proposal on flexible assessment scheduling for students representing their schools or districts in official competitions. The proposal drew on case studies from four other districts and included a pilot structure with specific teacher feedback cycles.
"The difference between argument and policy is that policy has to survive the people who don't agree with you yet."
More importantly: I learned that the hardest part of civic work is not having a good idea — it's translating a good idea into language that works across different stakeholders with different incentives. A debate speech persuades one room. A policy proposal has to survive a room full of people who did not start by agreeing with you.
I came into the Congress thinking of it as a résumé line. I left thinking differently about what systems are for. Every piece of infrastructure — code, rules, schedules, policies — is a form of care for the people it affects. When it works, nobody notices. When it fails, real people pay the cost.
That shift is visible in how I build software now: I think about the person on the other end of the tool — what they need when I'm not there to explain it, what happens when the edge case triggers. The Congress didn't teach me civic virtue as an abstract principle. It made it concrete.
